Dear Gwatkin,

it March, 1927.

Many thanks for your letter

of the 22nd February about Nemazee.

We are glad to find that you agree

that there is no reason for denying

him ordinary travelling facilities

until he is proved guilty; but we are

in some doubt as to what is implied by

your suggestion that the "onus of

proof rests upon the Hong Kong Govt.".

If this means that llong Kong must

assume that Nemazee is concerned in

the illicit traffic in opium unless

they can prove that he is not, then

we certainly carnot agree with you.
